I'm on the lookout for paper naval wargames at the moment and found this elegant little set of rules for Napoleonic frigate actions, which is also free to download, print and play:
It uses a really clever hex based sailing and gunfire system, which seems to replicate the cut and thrust manoeuvring that characterized frigate actions really well. There's a clear explanation of how this works that is well worth reading.
I also really like the use of counters laid out to represent the layout of each ship and to track damage. Very neat and without any tedious book keeping. Unfortunately, I don't have access to a printer at the moment, otherwise I'd give this little game a go!
